We have inspected this item and we do not have the capability to install the unit to fully test it. The wheel spins when turned by hand. This unit appears to be missing the mounting brackets/hardware. There are also some dents around the housing as well as some cosmetic scuffs and scratches. Please refer to the photos for more information.
